There is a word that have had different meanings in the 19th century over Europe. Two meanings are considered as the most important ones. Germany believed in the first : a NATION is a people who shares the same language (they sometimes mention History and Culture as well). France and Italy (and so many others) believed in the second : a NATION is a people who wants to live TOGETHER, considers themselves as ONE nation (that implies as well sharing History and Culture) and wants to rule their own State. You say living in Ireland has made Irish of some people. That's true for sure : as long as they consider they belong to the same Nation : the Irish nation. But some of those who claim to have a right on the Irish land feel more British than Irish. Therefore, they can't be considered as Irish. Two choices for them now : they accept living in a foreign country and accept the Irish laws, just as my family (Belgian) did when they arrived in France, or, if they don't want to, they go back to their own country.
